organisations surveillance capacity. This one day course introduces those elements that<br />
contribute to developing professional surveillance judgement. There are a multitude of<br />

This course focuses on those inputs which management may influence or control and<br />
which when exploited effectively improve individual and organisational outputs.<br />
Developed jointly by Dr Craig Donald and Jeff Corkill on the basis of needs identified in<br />

<p>Mr Tan Chin Huang is the Head of Internal Audit in one of the holdings company listed in the Main Board of Bursa Malaysia.  He has more than 20 years of experience covering various departments in financial institutions i.e. Business Operations, Financial, General and Operations, Risk Management, IT projects, ICT audit, as well as Investigation.  He had previously involved in a transformation of Internal Audit in a banking institution and has developed risk based auditing approach applicable to any industry.  He has adopted the renowned international best practices and standard and Computer Assisted Audit Tools and Techniques such as COBIT Framework, RACE, ISO17799, IT Governance, Enterprise Risk Management based on COSO framework and ACL. </p>
<p>Mr Tan had represented Internal Audit Division of a financial institution to a vendor office in India to conduct an Acceptance Testing, Security and Quality Assurance review to ensure the quality of the IT software meet the Bank’s requirements. He has implemented a Security Health Checklist in a banking institution.  He is able to blend his vast auditing, IT, Business and management skill and experience to deliver value added services to his clients.  He had developed an IT Security Health Checklist to the organisation.</p>
<p>In the years of auditing, he had investigated matters related to fraud, forgery, manipulations, criminal breach of trust and other banking and insurance related areas.  He is an internationally recognised Certified Fraud Examiners (CFE).</p>

She has with her 10 years of Auditing and Investigative experience in various areas within Banking and Financial Institutions.  With her background, she is awarded with the Certified Fraud Examiner (CFE) by the Association of Certified Fraud Examiners, USA. Her area of expertise is on verification of signatures, handwriting, cheques, documents and etc.</p>
<p>She had led investigations which solved numerous fraud cases during her employment. Recent experience has comprised of a wide range of assignments within the financial institutions including major investigations on financial fraud, cheating, manipulations and criminal breach of trust.  Besides doing audit and investigations, she also assists clients in the establishment of policy and procedures on audit, credit, risk management, corporate governance and fraud related matters. She had given advice in relation to Anti-Money-Laundering, Balance Scorecard, Fraud and IT Security Management to various Financial Institutions.</p>
<p>She has been exposed to multiple environments of businesses from Finance, Banking, Merchant Banking, Securities, Fund and Trust Management, Moneybroking, Discount Houses, Insurance and etc. This blend of expertise allows her to bring great values to many organisations.</p>
<p>In the years of auditing, she is proponent of the international best practices in the aspect of risk management such as BASEL II, Corporate Governance and COSO Enterprise Risk Management (ERM) Integrated Framework. She had also adopted the Computer Assisted Audit Technique (CAAT) such as RACE and COBIT to produce quality audit reports for a Banking Institution.</p>

			<content:encoded><![CDATA[<p>Multimedia is becoming an integral part of our daily life. It is a means for us to communicate important information with each other, as well as a way to express our creative sides. The information and art contained inside media have economic value, personal value, and often broader impacts on the general welfare of our society. Since the Internet has become increasingly widespread, and now reaches into our everyday actions, it is easy to foresee that our modern communication networks will become the means for distributing multimedia content. <strong>In Malaysia</strong> closed circuit television (CCTV) surveillance is an increasing feature of our daily lives. There is an ongoing debate over how effective CCTV is in reducing and preventing crime, but one thing is certain, its deployment is commonplace in a variety of areas to which members of the public have free access. We might be caught on camera while walking down the high street, visiting a shop or bank or traveling through a railway station or airport. One issue that has arises in recent  months has been the use of old security systems that capture blur images which in most cases  failed to help police in their investigations.<br />
 </p>
<p>The lack of system maintenance &amp; system upgrades , outdates features, ensuring time and date are correct , quality of picture and recording methods have made the function of security surveillance redundant. Sometimes, an outdated camera is like an old pair of glasses: Everything looked great before, but when you put on new glasses, you are amazed by what you were missing. Cameras, monitors, card readers and other &#8220;forgotten&#8221; devices often make their inadequacies clear when compared with a newer model.</p>

<p><strong>Multimedia forensic</strong> is course is to provide law enforcement agents and corporate security personnel with systematic guidance that can help them understand some of the issues that arise when they seek electronic evidence in criminal and civil investigations. 			<content:encoded><![CDATA[<p>Information and communications technology security represents a fundamental pillar in today’s banking environment, as banks deal with issues such as identity theft, account fraud, hacking, phishing and a slew of other malicious internal and external criminal threats.</p>
<p>Banks have to be on the ball when it comes to protecting corporate networks and data, their clients and their clients’ personal information and assets. In addition, risk management and compliance must continuously be top of mind as they resound through and affect all aspects of banking security. How is the local banking fraternity treating these security threats? Are they allocating enough of their technology budget to put in place a more secure banking environment?</p>
<p>Centralising security at enterprise level</p>
<p>PLAYERS in the local banking and financial industry have yet to seriously invest in information security in a cohesive manner to ensure that their business is safeguarded against threats brought on by the convergence of information and communications technology.</p>
<p>According to Financial Insights’ senior research analyst Abhishek</p>
<p>Kumar, Malaysia, like many other countries in the Asia-Pacific, is not spending enough on IT security.</p>
<p>“Over the years, many Malaysian financial institutions have lacked a cohesive IT security strategy. As a result, many chief security officers have to manage multiple security applications, firewalls and monitoring systems across the numerous departments in their organisation. The simple task of updating, patching and maintaining these systems in order to ensure their effectiveness can be exhausting and very time- and resource-consuming.</p>
<p>“Expenditure at the moment is driven by new regulations on Internet banking security such as dual factor</p>
<p>authentication. Other than this, banks are investing in upgrading their network security and hiring know-ledgeable and competent IT security staff. IT security is too reactive and not proactive in that institutions wait for a breach or security incident to occur</p>
<p>before they invest the necessary funds.”</p>
<p>Kumar shared that in a Financial Insights IT security study carried out last year covering 19 major banks across seven countries in the Asia-</p>
<p>Pacific, it was found that Malaysian IT security expenditure (approximately five to six per cent of total IT spending) was almost half of the average IT security spending in the region (approximately 10 per cent of total IT spending).</p>
<p>In the study, chief security officers said they did not expect security budgets to significantly increase in the near future, citing difficulty in justifying security investments to the upper management.</p>
<p>“Malaysian banks should definitely focus on a centralised security infrastructure on an enterprise-wide level. Such an infrastructure will allow financial institutions to effectively and efficiently react to security incidents. Managing and maintaining security systems will also be significantly easier as a result. Now is a good time to consider such a change, especially since banks are making upgrades and changes to their core banking systems and other such major overhauls,” Kumar said.</p>
<p>Meanwhile, Frost &amp; Sullivan’s Asia-Pacific smartcard and auto ID group industry manager Jafizwaty Ishahak said despite being among the first to migrate to chip-based/smartcards for all banking cards in Asia in 2004, thus reducing actual card present fraud rates in the country, Malaysia is still facing other threats from the back-end.</p>
<p>“Malaysian banking and financial institutions need to increase the level of security, both physical and logical security. Education and awareness, too, needs to be undertaken both internally and externally to the public. They need to be one step ahead of the fraudsters because the fraudsters are very innovative and aggressive.”</p>

<p>Keeping security costs in check</p>
<p>LOCAL banking and financial institutions must balance the cost of security counter-measures against the cost of security in the organisation, said Deputy Finance Minister II Datuk Dr Awang Adek Hussin.</p>
<p>According to him, the impact of breaches is not only felt by banking and financial institutions, but also can result in a ripple effect that can lead to a systemic reach which can affect market confidence and the image of the country among the international community.</p>
<p>“Although technology revolution in financial services promises better decision-making, shorter cycle time and increased productivity and efficiency, it has at the same time created a new computing paradigm. In this new environment where there is a constant need to connect to the Internet, organisations are exposed to a whole new set of security threats either from the Internet or external to the organisation.”</p>
<p>While banking and financial institutions are facing other issues such as mergers, faster turnaround time of new products, increasing cost of doing business, lowering profit margins and global competition, senior management must not be distracted from the importance of implementing information security.</p>
<p>“The complexities of IT increase by the day and dramatically amplify the challenge to satisfactorily maintain an information security system. The cost is high, but the cost of breaches is also exorbitant that companies can be exposed not only to financial losses but also to compliance, legal and reputation breach,” Awang said.</p>
<p>Awang had earlier delivered a keynote address and officially opened the International Conference on Information Security Convergence in Banking and Financial Institutions, which was organised by Institut Sultan Iskandar, Universiti Teknologi Malaysia and Worldwide Corporate Resources Sdn Bhd.</p>
